Teams routinely discover in month nine that a statutory approval they needed in month three is now on the critical path to handover. This checklist sets out the sequence for a new commercial building in Hyderabad, what each stage depends on, and where the schedule risk actually sits. 1. Fix the Supply Category Before the Architecture Freezes

The first decision is whether the building takes an LT or HT supply, and it is driven by contracted load. An HT supply means a consumer substation, and a substation means dedicated space with statutory clearances, ventilation, fire separation and access for the utility's metering staff. 2. Prepare a Load Schedule That Reflects the Building You Will Operate

Everything downstream depends on this document. It should cover lighting and small power by floor, HVAC on actual equipment schedules rather than nameplate assumptions, lifts, firefighting and pumps, kitchen and utility loads, UPS and server rooms counted as both load and charging burden, and a realistic allowance for tenant fit-outs in let space. From this you derive connected load, apply defensible diversity, and arrive at the contracted demand you will live with. Contracting too high means paying a demand charge floor on idle capacity; too low means penalties and a future migration.

3. File with the Distribution Licensee

4. Clear the Electrical Inspectorate Before You Build

Installation drawings must be approved by the Electrical Inspectorate before installation work begins, and the completed installation must clear a pre-energisation inspection before it can be charged. These are separate from the licensee's requirements and run in parallel with them. The common and costly error is treating Inspectorate approval as an end-of-project certificate, then discovering that approval conditions require changes to a substation that has already been built. 5. Assemble the Handover Documentation as You Go

A building is not finished when it is energised; it is finished when the owner holds the records needed to operate, insure and maintain it. That means approved drawings and as-built versions reconciled against them, the Completion and Test Report, inspection clearance, protection setting records and relay coordination, earth resistance readings by electrode, cable schedules and route drawings, equipment test certificates and warranties, and operation and maintenance manuals.
